Default Dual pump fuel return question.

I'm in the process of making my own kit for a buddy's greddy tt 350z and I' think I've decided that a dual pump setup would be the best way to go.

The only thing that's keeping me from buying the parts for the kit is the fact that only inline pump kit I've seen (AAM?) has a "surge tank". I think I understand the concept of a surge tank, it's there to make sure the inline pump always has enough fuel to move forward (?). Is a surge tank neccessary?

How much pressure does the stock pump normally put out with the stock fuel regulator still in place inside the tank? Would it be beneficial to run an upgraded inline pump as well as an upgraded in tank to match, or will the stock pump suffice with the inline?
