He's willing to do a leak down and says the tune is super conservative (just over 400hp @ 11.6-8 AF across the RPM. Let me know.

Wow. As long there are no issues with the car and he follows through with the leak down, I would say it's a good deal.

humm.... real good deal..... have to check the engine.... it says built engine and 2.87 tuned vortech, that should put it in the 30k range.... but he wants 22k? hmmmm

not sure why $22k...seems like a cool kat that had some injuries that's not allowing him to drive the Z and since it's paid off, doesn't want to deal with negotiation...I was going to buy it but the loan wasn't going to happen...someone should pounce on this.
