California Turbo question
This may be a stupid question to some of you, but I live in California where we have strict emmisions laws. What is it about a turbo'd VQ that burns dirty, so to speak, where as turbo porsche and bmw's subaru's don't have a problem?
Is there no Cali legal turbo option for the VQ? Probably not, but my question is why not? What' wrong with the design?

There's nothing wrong with the design so much as the bureaucracy of CARB. Your state tax dollars hard at work. 
Do a google search for "CARB" with "incompetence" and "arrogance" in the search line and see how many hits you get... How and why you California folks put up with those pencil pushers that are only peripherally interested in the environment is beyond me.

Aftermarket turbo kits are way different than stock ones on Sub's and Mitsu's which already have CARB specifications. Turbonetics I heard makes a pretty good turbo that is CARB legal in CA. S/C'ged seems the only aftermarket CARB performance piece you can get in CA that is worth it these days.

OP: please search, this topic is discussed many time through on almost every FI forum out there (anywhere California turbo cars exist).
Quick summation is: Carb certification is required for turbo kits to be legal. Why don't all kits have carb? Most companies don't get carb approval because it is a lengthy and usually non rewarding process (appealing to small percentage of buyers), and ultimately yields a product that can be dangerous or unreliable to the engine (via poor fuel and ecu upgrades).
APS has a carb legal turbo kit for the Z33, but it must be installed by a certified shop.

WRONG .. thats not why Turbonetics stop producing them.. it was because it was a poorly designed kit that they didn't feel like investing more money to create a stage 2 and other projects for other platforms/cars took priority over the G/Z Kit.. it had noting to do with being CARB Legal or not

Man if I didn't live in Cali I would be TT already. I'm just about to jump on the TT bandwagon as soon as I find a "smog shop" to smog me when the time comes
