If 339 @6000 felt like a monster, I wonder what you'd think a turbonetics at 10psi would feel like makin 400 ft-lbs at 4500 rpms.
You are double checking your AITs right? Thats very low power for 17psi worth of boost. You jumped 5 psi and only made 28hp. What exhaust do you have? Either way, there's alot of backpressure which equals alot of heat. Even on a light wheeled 6mt, a 440 guess would still be super low for that much boost.
Just be careful, something doesnt add up.

Ait's were in the low 100's. Never went over 120*.
My exhaust is one of those HKS True Dual replicas with megan racing long tube headers. In any case, I think it's a bit TOO free flowing. It's ULTRA loud as well...lol.
It never goes under 5000rpm from shift to shift so I don't think making 400wrtq at 4500rpm will make a different in how it feels. Other than the fact that it might just spin more tire in 1st, which is useless as it is.
Also, don't know of many Vortech VQ's putting more than 450whp without cams.
Also, to keep adding to the excuses...lol...I did mention that it was putting out less boost than before. I have a cheap dayco belt on my car I've been using since I went 2.87 and my tension pulley is maxed out. I might just have to get a better belt.

It's not slipping a whole lot so I think just a better, new belt will do fine.
Once I get my injectors in and rebuild my SC I'm gonna start my tune from scratch. Hopefully I'll get better fuel economy while I'm at it...lol.

I would definitely fix the belt problem if you think it is slipping at all.
The power does seem a bit low and my guess is that it is related somehow to your spark issues you are having.
I made 414whp, on a different dyno and different conditions most likely, at only 10psi with a 6mt and stock block. Not a completely fair comparison of cars but I would guess you still have 20whp somewhere other than the belt slip. Maybe the bearing issue has created more parasitic loss or the spark issue is not giving you full combustion.
Either way I'm glad you have some new found power!

I've always had low hp readings so maybe it's just how the dyno's read down here vs. some of you guys.
Heck, I got low 300's on the 3.33 pulley while some people get mid to high 300's on the same pulley. Even my 2.87 dyno run on this particular dyno was only 389whp.
I DO think I might do better adding some restriction to the exhaust. I just think two 2.25" completely straight through pipes is too much. I'm installing a magnaflow X-pipe muffler to add some restriction and quiet it down as well.

I just ordered a set of 750cc injectors and my new bearings. Hopefully by next week or the following everything will be up and running great.
