They *should* have a fan (or two) blowing into the front of the car during a dyno run. You need to keep air flowing across the radiator (and any other cooling devices, such as intercoolers, etc.) to make sure the engine doesn't overheat. A shop will usually use some sort of big, high-output fan so there is plenty of air movement.

I believe this is why the numbers were low, the 1:1 gear is 5th. But as you said what you want is the increase or difference after the install.
