I was under the impression that the CEA in this case was refered to the turbine wheel, and not the compressor wheel. The turbine wheel being cast, yet providing the same performance as a "billet" wheel:

The 66 is a completely new wheel design over the 65 though. So in order of advancement they started with cast, then they made the billets then they mde the newest billets and changed the name from "billet" to "cea". So saying bilet cea is redundant.
I may be wrong but I know from seeing first hand the 65 cast wheel is shaped different than my 65 billet. It wasn't just metal change on the billets. Then again a new design with the 66 (but I've never see the 66 wheel on person).
