bump. Any other advice guys? I still have the question of whether or not the TB should be fully shut at idle or not. thanks again.

why would your tb be fully shut at idle?

Don't know. I was wondering if maybe the IAC would bypass it. It is fully shut at idle though. I'm guessing the TB is the problem then?

Did you check the throttle body voltages as per the service manual ?

Try to run this test & see what voltage you will get, You will need a digital voltmeter, Cipher can read the both sensors voltage also,
