Can't speak to "test pipes", but I am averaging about 18 mpg in the city with my mods.

All depends on what kind of city driving you are doing. If its stop and go you MPG is going to suck. In Miami I get 10 to 13. On the highway is a totally different story. Highway I get 24 to 29. But there are many more variables that dictate you MPG(ie mods, driving style, traffic, to name a few) My MPG is based on my mods in my sig.
