60mm 70mm Exhaust...wut does it mean???

Default 60mm 70mm Exhaust...wut does it mean???

I'm looking to buy an exhaust, and after many searches, i've concluded that spending 1k+ on an exhaust is just not economical. I have the rev up engine and do not want to lose any torque. I've heard that bigger piping diameter adds more hp but lose torque on the low end. Most exhausts on the market are 70mm+. Would it be better if I just got one that's 60mm...the HKS Ti is 60mm, and the Borla (2.5") and these are some of the better exhausts. I was looking at the Greddy SP2...wut do u guys think?

Usually 60 mm means that the inner diameter of the pipes are 60 mm.
