Default High flow cats and test pipes

I was wondering if there was any difference in horsepower between test pipes and high flow cats?. What would you recomend. Is one louder then the other?. Will I get hassled by the cops by having either one?.

same hp gain between them.
Testpipe will be louder
cop will not harrass you for it.
HFC cost almost double compare to testpipe

I would recommend testpipe over HFC due to pricing, same hp gain and best of all, you get deeper sound with test pipe.

Both will alter the horsepower and torque curves. Generally, members are looking for peak horsepower. Both will work.

Which gives the most peak horsepower? The one which flows the best.
Which makes the most noise? The one which flows the best.

just a pipe there. I don't see the point you have to spend $300+ for it.

Keep in mind the laws of your state. it's not unheard of for someone to receive up to $10k in fines for not having legal equipment on their car.

well I don't want it to burn lean, so I'm going with the high flow cats then.
thanks everyone for the info.

dyno charts with people running test pipes......my theory (and i may be wrong on this since nobody's bothered to look at it in depth) is that post-03s seem to run leaner with stuff like test pipes and headers and whatnot than 03s (just like how 03s can run test pipes w/o throwing SES/CEL)
