I've been watching/reading on this subject for a while now. I just got a pair of test pipes (not installed yet) and had yet to read exactly what the non-fouler trick does. If I'm not mistaken, it is "sniffing" the air in between the two non-foulers that are to be installed. Is this more or less correct?

Not exactly. You have two oxygen sensors:
One pre-catalytic converter sensor in the exhaust manifold (first photo).
And one post-catalytic converter sensor in the test pipe. The non-fouler goes in the test pipe essentially moving it out of the exhaust stream. So you trick the post-catalytic converter sensor by exposing it to clean exhaust.
