There will be two bottles and a set of instructions inside.
Take the white pump bottle and liberally spray the entire filter inside and out.
Let it sit for 10 mins in the sun.
Take hose and wash filter inside and out, being sure to not use very high pressure.
Let dry for 10-20 mins, or until dy.
Take aresol spray can (the oil one) and then spray the outside (or dirty side as they call it) only, not the inside.
Be sure not to over do it, as it will not be as effective.
Let sit to ensure excess oil runs off and re-install.
I'm almost not sure if I oiled my filter enough or not. The entire outside is blue now but there are a few small patchy area when looking at the inside of the filter where there is some white-ish where the oil hasnt entirely soaked through. I basically have one thin coat over the outside. I let the filter sit, but there wasnt any "excess oil" run off or anything like that at all...

If you see any white, that area needs more oil.
I agree that the K&N kit is nice. The aerosol spray is easy to control and goes on light. I basically make quick passes all the way around. Then I make a few "touchup" passes where I missed areas. My technique is pretty much to go as light as possible and then just reapply until it's covered.

Just make sure the outside is fully covered. The inside doesn't matter. I know what you mean that some spots inside aren't fully covered but it doesn't matter.
