that is incorrect, i have an '03 i convert my short ram to cold air once a year, you dont have to take off the bumper on my '03. It's a *****, but you can do it.
-you have to bend the plastic tubing, and tweak and pull using the hood latch opening and pushing it through the hole from the top. May take two people.
-Undo the bottom flap underneath your Z. Push your filter into your bumper from the bottom.
- One person reaching through the hood latch opening and the other from the bottom.
-Position your clamps properly AHEAD of time so when your under the car with not much room to work, you can get it right. It takes some finangling but you can do it.... after a few scratches and couple temper tantrums.

i already have in installed, i was just wondering where its supposed to placed, plus i might change it to a SR. honda killer, so i convert to SR without taking off the bumper?
yeah personally, i would just leave the tubing in the bumper and move the filter into the engine bay. You can remove it from undoing the under gaurd and pulling it through the bottom. On my '03 the filter sits on the driver side visible through the stock grill. The tubing through the bumper might help air flow slightly. Not a hp difference. but a peace of mind difference. Good luck with things.

yeah getting that plastic tube down in there is so serious. He already stated it was installed, so really all he has to do is get in from underneath it, detach the filter and move it into the engine bay after disconnecting the cold air tube from the base of the intake. Shouldn't be too tricky unless he was starting from scratch.
Removing the bumper on our car is actually rather easy. Couple dozen plastic pops, some tender love and care and it comes off there pretty quickly. Can be scary to some who are still too scared to take their Z apart though.

well all i am saying is it takes me 10 min to take the bumper off, and it is a lot easier in the long run if you run into problems dropping crap into the bay...i am not saying it is necessary hondakiller, but it is less headache in the long run..i've installed 2..first i tried with bumper on and it was a pain..so i am glad you are so awesome not to ever drop anything and can probably do it blind folded huh...
lol did i ever state that it was easy? I actually said it was a *****, and that it would probably take two people to do it with the bumper on. I also stated that taking off the bumper was pretty easy, logically one should consider it. So to your comment, shut your hole...
