Default Should Crawford v5 plenum come with hardware?

It came without washers, etc. The install instructions I've seen are for an older version. Am I supposed to have 2 10mm lock washer bolts?

The four short bolts placed inside the plenum on the lower half (replaces) the long ones should have no washers , they come coated already with a thread lockre compound (so they can't back out). The two longer bolts in the center from the outside come with nylon washers (no lock washers). All the perimeter bolts (OEM ar re-used as is). You chsoul also have gotten an extra gasket, they should be "doubled up" , new ontop of old. Hope this all makes sense.
