The speed at which the vehicle is moving has nothing to do with it. But, you are correct. It is all dependant on the rate of deceleration (how big the impact is). IIRC, the sensors are a magnet in a tube. If the impact is strong enough to detach the magnet from one side and shoot it to the other, it will deploy the airbags.
