Default Help, wierd electric motor noise at medium throttle

I just took the bottom of my engine cover off to do an oil change and now i am having a wierd noise. I cant tell if it is from the exhaust or intake. It is a stock airbox and stock exhaust with HFC.

It rained all day today, so this maybe part of the problem. Also the side lower engine covers both have damage to them from tire rubbing when i had larger tires.

I cant figure this noise out, it sounds like an electric car whirring up whenever i give it medium to hard throttle. I looked below but couldnt imagine this noise being a result of the plastic underneath. Any help would be greatly apprecaited.

the A/C seems to be fine but i do notice a bit of a smell sometimes. Fairly certain the whining noise is from the front maybe under the hood. May mess with the intake and the under engine cover to eliminate what it is or isnt. Would appreciate help.

well, i redid the plastic entirely underneath and it is all very secure. I also messed with the stock intake and a cone filter with ztube and get the noise mostly when the engine is cold no matter what.

I have discovered i have an valve cover leak possibly, unless the oil is leaking from just below that some tubing into a silver cylinder looking thing. Any thoughts if this leak could be causing my issues? Seems to correlate to something with higher rpm and i think i can safely eliminate all intake / plenum possibilities.
