Brake experts help!

I bought my car used, it’s a 2004 touring, with 80k kms on it today. A week ago, I noticed an obnoxious squeal when the car is moving past 5 km/hr (without applying the brakes). Most of the time, it can be heard, other times, it stays quiet. When it is squealing, the sound gets worse when I apply the brakes. It seems as though it is coming from the front left. I can't take it to a shop because of the snow.
I just swapped out the wheels/tires with my snow tires as well.
It just happened when we got a cold spell as well, so I’m not sure if it’s the weather, or the brakes, or something completely different.
Time for new brakes? Or is this a squaling belt?
I was under the assumption that if its the squealers on the brakes, they don't squeal unless you apply the brakes.
