Exclamation HELP ECU not getting power

Connectors 119,120 on the engine control harness are not getting any power, brand new ipdm, no blown fuses, CAN connection is good as fuel pump primes, i checked over the harness for continuity as stated by the service manual. IF anyone knows something, i need help i am stuck i have no where else to look.

Brief background, utec died and car was dead, towed to shop. After some brief troubleshooting i came to find that Utec shorted out. Anyways now it has a haltech in it, but when hooked up to pc , the pc fails to identify it. VERSION 1.07. Then more trouble shooting I found connector B1 and C1 had no power, the get power from 120 119, respectively. Car Cranks but doesn't fire up. Hooking the ecu or new utec up just floods the motor. ( plugs have been replaced). All voltages were checked with a volt meter, Car is an 03.

I spoke with Hal, the Subject Matter expert, and he is stumped.

ANY HELP WOULD BE GREAT AS I AM STUCK

are you sure you didnt pop the ecu fuse

ecu fuse # 82 on the ipdm is fine which would power those sections
