Default ODB II reader can't make connection - really weird???

So I have been having issues starting my car and tried to connect a relatively nice ODB II reader, and it keeps saying that it can't make the link, anyone ever see this problem before?

Below is what else is going on with my car... any help would be appreciated

Ok, so i did a lot of research and found a slew of answers for problems that might have been relatively similar but im having more issues. So here it goes.

Was driving "hard" just before shifting into second (6spd) car stalled out and rolled to a stop. Tried to start again, to no avail. Dead, battery was tested good, connectors are good, gas is in the car. Car cranks but will not turn over.

Now for more detail issues, when the key (same key that has worked since I bought the car, nissan key, worked for over 4 months now, anyways, when in the "on" position, the security light on the top dash stays on red. Car cranks but does not turn. Also when you put the car in the on position the fans turn on and will not go off. Finally, tried hooking up to a code reader to see if its a cam or crank sensor, but the reader 'fails' to connect to the car. Tried the reader on 4 other cars, two newer, and 2 older, reader works perfect.

The car is a 2003 base model 6spd manual.

Please help, any suggestion as to what the issue is will be GREATLY appreciated, dont really want to have it towed to dealership since its so expensive to have it looked at, and I just bought a ton of performance parts to put on, right before car died

Thanks in advance

Similar thing happened to my old mustang, it would turn over but never start up and the security light stayed on it turned out that the fuse for the passive anti theft system blew and it wouldn't read the key.
