Default A/F problem running rich and rough idle

Hey Guys,

So I've known that I have been running rich for awhile (black exhaust pipes) but now I got that awesome smog notice from the DMV. I thought about just " getting is passed" but honestly with what I have on the car it should pass normally and gives me an excuss to fix it running rich (I know should have fixed it along time ago). I already had my guy run a smog to check it and im really high on HC and alittle high CO.

-Injen CAI, Exhaust, DC headers, tomei 2 way diff. Hasn't been flashed or tuned.

It is also idling rough jumping from 590 to 640rpms

What I have done or checked so far: I checked for Vacuum leaks in every way possible, everything checks out. I checked for grounding issues, retightend all ground wires, I ran a scan on it with a standard Acron OBDII, both at idle and held at 2000rpms.

Data at 2000rpms
ST FTRM1 - fluctuates between -5.5 - 2.5%
LT FTRM1 - fluctuates between 1.6 - 3.5%
ST FTRM2 - fluctuates between -3.8 - 1.6%
LT FTRM2 - fluctuates between 1.6 - 4.3%
O2S11 - fluctuates between 0.57 - 0.35v
O2S12 - fluctuates between 0.34 - 2.5v
O2S21 - fluctuates between 0.63 - 0.58v
O2S22 - fluctuates between 0.28 - 0.35v

Data at Idle
ST FTRM1 - fluctuates between 10.4 - 0.0%
LT FTRM1 - fluctuates between 1.6 - 5.4%
ST FTRM2 - fluctuates between 4.7 - 0.0%
LT FTRM2 - fluctuates between 1.6 - 2.3%
O2S11 - fluctuates between 0.55 - 0.43v
O2S12 - fluctuates between 0.58 - 0.53v
O2S21 - fluctuates between 0.55 - 0.59v
O2S22 - fluctuates between 0.23 - 0.31v

I did as much digging as I could in the FSM for where these numbers should be fluctuating at but it is kind of vague to me. From what I understand the wideband O2 sensors should be fluctuating from 0.1v to 0.9v in 0.3 sec intervals. Mine is definitely off... and unfortunately I couldn't really find any data that I was comfortable believing on where the A/F numbers should be.

Right now I am leaning to possible bad O2 sensors, bad cats or exhaust leaks. I will be checking for exhaust leak and pulling the cats off to inspect them this weekend.

So I was hoping for some help from all my peoples here, any thoughts on these numbers or just what you would check out to fix the problem would be much apprecaited.

any other info you need just ask.
