Question Ecu immobilizer swap question

I have a project 04 350z that had a fried ecu. I've bought another used ecu but the car is still mostly in pieces and I can't bring it to the dealer. Is there somewhere I can send my old ecu and the replacement ecu to have the immobilizer programmed into it?

Uprev can eliminate it

Doesn't Uprev charge like $500 to remove it? I don't need immobilizer removed, just transferred.

Well, Uprev doesn't do what I want. Any other suggestions? Is it even possible to program an ecu without the car being there? I could easily ship the bcm, ecu, and a key if needed.
