Default Blowing cold air only when driving

Just got an 04 enthusiast and found out the hard way in 107 deg El Paso heat that it will randomly stop blowing cold air when I come to a stop for to long or I park the car and sit in it waiting for a few minutes but mostly when I'm in stop and go traffic . As soon as I start driving again it goes back to blowing ice cold air , anyone know if its something other then just needing a recharge ?

I just recently bought an '03 and I had this problem. Check your fuses under the battery cover. There should be a 40a green JCAS fuse for 'RAD FAN'. Mine was blown, it was the fuse responsible for the left fan (when looking at the front end of the car). I unplugged that fan and replaced the fuse and it didn't blow. Figured something was wrong with the fan. It spun by hand, but I noticed there were clicking noises when I spun it. So, I bought a replacement fan assembly with fans from rockauto and replaced it. Fuse stopped blowing and both fans work, cold air while in traffic or sitting idle at long red lights.
