Air Filter over or under oiled?

Hi guys, I just washed my JWT Popcharger and am currently in the process of oiling it; but I can't determine whether it is under oiled or not. Disregarding the unevenness of the oil, does the filter look too pale to you guys?

I did a light film but i can't tell if it's enough because I can see some white spots. I don't want to risk getting any debris inside the cylinders due to under oiling the filter. what do you think? should i oil it a bit more?
On any air filters I've used I always did a somewhat quick pass with it on its side then backtrack fast then turn a bit and repeat overlapping the previous pass slightly. That's just my way though to ensure even coverage and no missed spots.
It looks pretty good to me 
Just note that too little oil is better then too much.
be sure you let it COMPLETELY dry before putting it on and driving. It'll create problems with your MAF Sensor
