radiator fans not running with a/c on

radiator fans not running with a/c on
I noticed my car getting hot the other day and the fans didnt kick on at all. Today I turn the car on, turned the a/c on and neither fan came on. With my hand I spun both of them and only the driver side kept going. Does it sound like my fan motors are done or could it be some sort of relay/fuse?

I am having the same exact issue, none of my fans are turning on but when I push them with a screwdriver they begin to spin on their own but they seem to be spinning slow to me.
At first my radiator went bad, (the top plastic part of it literally blew up) so I replaced that, along with the thermostat, upper and lower radiator hoses, and radiator top. I bleeded the whole system to avoid the gasses, then took the car for a test drive. The temperature was just fine for about 10 minutes, then I noticed the car starting to get hot, only to realize that I installed the lower radiator hose incorrectly which caused one of the pulleys to rub against it and severed it :banghea. I changed out the lower hose, bleeded the system again, turned on the car, turned on the heater, and it was blowing hot air which was a good sign. I then took the car out for a test drive, and the temperature was normal. I then parked the car and kept it on to see if there would be a change in temperature. I had my wife keep an eye on the temperature while I looked under the hood to see if the fans had finally turned on, and they did not. I then pushed them with a screwdriver like I stated previously and they began to run. A couple minutes later the temperature on the car began to climb.
I have a feeling the fans are bad because they aren't turning on at all on their own. I checked the fuses and they look just fine. Any help would be greatly appreciated.
