Paint problem never seen this before

Doubt that's water staining - and it seems OP confirmed that. We have ridiculously hard water here in San Jose and I know what dried water looks like...not that. (Ironically, just up the road in SF and over on the other side of the Bay, water's fine. Different sources presumably.)
Anyhow, OP, has the car been re-painted? I only ask because I've seen similar happen to cars where the primer was incompatible with the paint resulting in clouding and separation in rough patches. This is an old school problem with the old multi-stage paint jobs before clearing became the norm but still could be.
I would try test polishing an inconspicuous area that's affected with heavy cut polish on an orange pad buffer just to rule out the problem being part of the clearcoat.

Op, looks like you have waterspots from minerals and maybe left in sunlight while drying. My guess is the waterspots have progressed into paint etching which is probably permanent.
There is a detailer on here sn Chad 350z whose car is amazing. PM him about your solution. gl

By its very nature, red paint oxidizes faster than any other color if left under the sun (this doesn't look like oxidation though, unless you're experiencing some weird uneven wear due to the wax you're using).
Take the car to a professional detailer and they can tell you in minutes if the issue is reversible. A $200 professional paint polish and wax is a lot cheaper than a re-spray. Otherwise, be prepared to shell out money for a random-orbit polisher, polish, wax and 1/2 to 1 day to get everything up to snuff.

Never noticed it before so its happened somewhat fast. Went out to smoke a cig at work at noticed it on my top part of my hood then looked around and noticed its on the back half of the roof and front driver fender and by gas cap. I'm not %100 sure if its been repainted but i'm pretty certain it hasn't. Unless they did a very good job. i'm the second owner and bought it at 55k miles so i wouldn't think original owner would need to repaint. Ill look for a detailer in the area and see if they have any ideas. Anyone happen to know of a good one in the DFW area?
