Fuel injector rail doesn't screw down all the away

Question Fuel injector rail doesn't screw down all the away

I've encountered an interesting problem the other day while changing out my fuel injectors. When going to screw the rail back to the intake manifold the screws seem to not go "down all the way" when I screw them down to torque value that is. If I keep screwing them down past the value given in the maintenance manual they do eventually screw in all the way but i don't know if its bad to screw them in so hard. Any help or thoughts would be greatly appreciated

Did you lose the spacers?
