Clean is subjective just like what is considered nice vs rice. Air on a performance car is a hell no for me and so are stretched tires. I consider clean to be no damage, paint in near new condition and any body mods have to be well attached and prepared. My car looks like a showroom car and I still don't consider it clean most of the time, pretty clean sure, but still needs work. I've changed almost everything outside of the glass lol.
