Actually... clear bra over the headlights is OK.. and .. several police officers said that as long as I was not speeding or doing anything stupid.. then the yellow on the headlights did not bother them at all

Toby -- I had dark black headlight covers on my dodge truck for 5 yrs and never had a problem. I left them on day and night. I have also not been stopped for my yellow lights.

States don't write their own lighting guidelines: they’re too long and complicated. They use DOT guidelines which are also too long and complicated. Generally, all lighting must be a specific color, and be able to be seen from a minimum distance. Altering lighting usually violates one the rules, or both.
So technically, smoked lights violates Virginia law.
