It can be done no doubt, just have to know an employee lol.

However in NVA you can pull up to so many different garages and have it done. Last time linh had her car tested the guy looked past the over worn brakes, and cracked window shield The only thing he did do was check the gas cap and put a new sticker on lol. The rest of the time was spent talking to her.
