Time for Raise/Bonus? Satisfied?

Here in Michigan, where the state unemployment rate is over 12% (in Detroit, it's over 20%); we are just thankful to have a paycheck. Although I'd like a bigger raise or bonus, I know there are hundreds of qualified jobless people out there who would be happy to take my job at half the salary.

We dont suffer from those #s here (in SA) but at my company they are bringing in all these really green 21-24 yr old managers at 30-40% of my pay.They dont even have basic people interaction skills and their teams perform very poorly.
I know Im way overpaid for my current role but good thing my teams consistently perform in the top decile nationwide for the last 13 months.Im thankful chase retained me after wamu collapse but please please find me a role to fully utilize my skillset.Im going insane managing a process I started with 7-8 years ago.
Having said that--- today is my review AND my bday! However I have been informed that at my level they have lifted the raise restrictions that have been in place for 2 yrs BUT not to expect more than 3-4% as an exceptional employee.

i got promoted to art director earlier in the year (pretty good salary increase) + got an xmas bonus which was more than i had expected... seeing how a TON of people got laid off in my line of work (print/web design) - i'm stoked.
