what is the difference between pulling timing and tunning the car??

Pulling timing is a global thing (pull 2 degrees across the entire range) whereas tuning might involve pulling timing in a specific RPM band and at the same time changing fuel targets, cam timing, etc...

You pull timing with some type of engine management.
