So, I can do nothing stay with standard ECU, pull timing with spendy UTEC, or have heard of some pulling global timing? Is this done at the cam, or how can this be accomplished?

I am trying to maintain safety of my engine life, but also my pocketbook and $700 for a UTEC to pull timing seems ridiculous.

Any informed answers are welcomed.

With a proper tune with things like UTEC, you'd be doing more than just pulling timing. This is why you'd need to find a competent tuner who is well versed with whatever you decide to use. Anyway, I'll let you research what can and can't be done with a tune.

Global timing means all across the entire rev range. You can accomplish this using CONSULT II (I think that's what it's called) at the dealership, Cobb AccessPort, or UpRev Cipher. You can only advance or retard timing by maximum of 2 degrees both ways.
