The bill only applies to cars 15 yrs and older.

We have this in Vancouver too. It is very gay, and has had absolutely no effect on air quality. It is ONLY another government cash grab. However, to pass, all you need to do is drive the car hard for 30-60 minutes before the test and you should pass. Once again, the government is not doing this for any positive effect on the environment. Cali is becoming so much like Canada it's ridiculous.

It Passed. I think it's just a way they can monitor the mileage (big brother) and eventually start charging license fees accordingly.
