If you can't get that lock off a lot of wheel shops use the one size smaller socket method in which they hammer a socket that's smaller than the diameter of the lock to catch. After that they can turn it with an impact.

You were ripped off. If the locks came with the car when it was originally purchased, they were probably put on by the dealer. If this is the case, dealer will usually have a master set of keys for the wheel locks. They can match one of the keys to your lock, and order a replacement key for around $10 - $15.
