It kinda sucks, man. I'm not trying to be harsh, but you asked.

First off, why would you use that filter as though everything was underwater? It's just odd. You did a decent job of cutting out the car, but you did miss some areas; are you using the pen tool to make a new layer? If not, you should; if you are, keep practice. Maybe those are just scuff marks on your car, in which case that should be the FIRST thing you clean up.

Most of why I don't think it works is because I can't tell what you are trying to accomplish. If you are trying to draw attention to the car, then you are doing exactly the opposite by weirding out everything around it--I'm too busy trying to figure out what the hell is going on in the background to even notice the one thing normal in the picture.

Post up the original picture, and let's start with the "why". Why are you wanting to photoshop this image, as in, to what purpose? It's a bright picture with lots of bright objects--are you trying to focus in on the car? With so many colors, are you trying to show something vivid? Whatever it is, from there we can go to the "what", as in what to do, and finally the "How" to make it all happen. If we come up with something you like, then we can do a step-by-step. And hopefully it well help you understand some great ways to use Photoshop.

See i the 1st original pic, the pic was very fine not hazz. But i didnt know how to add a boarder to the pic and i open'd it in MS paint. Added pretty crap boarder then save. Pic became hazzy.

I guess what i really want is to finish up where i left off in the 1st pic. Corrrectly adding a border, maybe shadow it with lighting.

But i dont really know how to use ps, i have only be able to doodle around with filters and color changes

OK, got ya.

First off, I forgot to add a border...mostly because I hate borders, but whatever, I know you requested that and I didn't add one. Sorry. Also, you have that big blob on the left there, a finger or something. Lets completely remove that because it's just going to **** everything up. I have selected an area that is length-wise and cropped the image, so the Porsche is in the lower section of the image.

So you want the focus to be on the car. Easiest way to do that is to use the pen tool and follow the lines around the car, so you create a shape that you can copy and paste in to a new layer. You will now have the car on one layer, the original picture on the first layer. I make a good habit of ALWAYS keeping the original document as your first layer and locking it, so you can refer back to it whenever you like, so actually we would have 3 layers: 1. Original File, 2. Duplicate of Original File, and 3. Cut-Out of the Car.

With this, we can simply choose layer 2 (your duplicated original layer) and completely desaturate it. We'll also play with the Brightness/Contrast on the car layer to really bring out that vibrant yellow. Something like this:

But I want MORE. I really want to draw the focus to the car, so I really up the contrast on the background and get this:

Focus immediately goes to the car, no? But you want to keep some of the background imagery, so this really doesn't work. What about a section of the background? Since I have my original file as my base layer, I carefully use the eraser tool around the palm trees of my desaturated layer 2 so that only parts of layer 1 show through. I chose the palm trees because the green is a nice compliment to the bright yellow.

I can get wacky if I want. Simply dupe layer 1 (because now I want to manipulate the bottom layer but still keep an original reference layer) and start playing with the Hue. I like red.

Loud as hell.

Maybe that's not enough though, and you want more of the background to show but still focus on the car. Cool. So lets ditch all the layers but our reference layer1 and our car layer. I dupe layer 1 and apply a gaussian blur from my filters menu, then use the eraser tool along the bottom so that the un-blurred area of layer 1 shows through.

I'd like it to be a bit more vibrant to go with that screaming yellow, so I play with the brightness and contrast on the background layers to get this.

Now, I'm pretty happy with that--I have a rich, bright photo that still draws HUGE attention to the car without losing the feel of the background. Did the entire thing and played with a bunch of different ideas in about 30 minutes. What do you think?
