Sponsors can post larger images in their Sigs than Premier Members can.
See the Signature sticky note at the top of the page. Although... some non-sponsors seem to be able to post the larger images, too.

Everyone that's having issues with posting banners - Apparently there is something wrong with your account if you are a Premier Member and have a sig image size limit. I'd suggest PMing a moderator and having them check your account settings.
