I remember when we had the ITB setup fitted to my car what a nightmare it was synching it...for the exact same reasons you're having issues. We were trying to sync it only to find out the manifold leaked like mad. One step forwards, two steps back. Mike will tell you, if he hasn't already, what a project it was (Kwame was there too...not a fun day by any means). In my case it was improperly welded, so no amount of bandaid'ing was going to fix it. Yours seems to sound a lot milder by comparison given your #'s. Get yourself a case of brake cleaner, some good RTV, and go through it methodically, you'll track it down.
