Wow he must really be picking on you...I don't think that location is illegal. Here is the Ca vehicle code:
5201. License plates shall at all times be securely fastened to the vehicle for which they are issued so as to prevent the plates from swinging, shall be mounted in a position so as to be clearly visible, and shall be maintained in a condition so as to be clearly legible. The rear license plate shall be mounted not less than 12 inches nor more than 60 inches from the ground, and the front license plate shall be mounted not more than 60 inches from the ground...
No where does it say that it has be to be in the center.

If the ***** is "securely fastened" as gt3 stated, then there's nothing to worry about, let him give you a ticket, take it to court and see how far the judge throws it. I think his (CHP) problem is that you can barely see it, since it blends in with the rest of the car, though that's still not violating said CA code.

That statement can be used by a ***** to mess with u. Its a grey area but still can be misconstrude by an Idiot. It really pisses me off that they can disrupt our lives wrongfully and not even have to say they are sorry.
Here in Texas, DPS got caught selling info on Texas Drivers and also started charging DUI offenders 1200.00 to get their licence back which is Double jeoprody. Both were overturned after MONTHS, But not before they collected 100s of thousands of dollars illegally.
They knew it was wrong and illegal but also knew that the money was theirs to keep and no reprocutions would be enacted.
They also passed a law overnight, stating that a licence plate frame could not cover ANY part of the plate design which means that a frame more than 3/16 was illegal. No frame in the world exists like that. UGH
My "MY350Z.COM" Frame sits on my desk cuz its illegal

Why not just leave it off the front. Looks better than having it on the side like that IMO. I've been pulled over, but never got hassled about the lack of a front plate. I guess if it's visible, it allows them to see what else they can get you for.
