Not quite.
I believe that new cars (3 or 4 years old and younger) get a waiver and you pay a small fee at registration.

Because it actually doesn't do anything positive for the environment, will cause many cars that actually might be more efficient than current ones to be scrapped, force the poor to lose transportation, become a massive cash grab that the government will begin to use towards new vehicles, as well, plus will allow the government more control over your life.
I know... we have this program in Vancouver.

But we already know if this does pass that their standards will be much lower than ours. This would benefit more for the vehicles out there that straight out throw smoke under acceleration and those should be taken off the road. Nothing else pisses me off more than an old car pouring out smoke from the exhaust and having to breathe that in all because they are exempt and they are too lazy or cheap to fix it. This law just might make ppl actually fix their cars instead of polluting it. It takes an average of 50 years for pollutants to reach out atmosphere so we can not blame new cars for global warming and other affects. There are ways to keep even older cars legal and if ppl can't afford to maintain it then they shouldn't be able to have it on the streets. And for those who won't be able to afford to keep it maintained it might actually take away some of the drivers that are uninsured and other problematic ppl.

I'm surprised they're not cracking down on motorcycles - average new bike puts out 15x more pollution than a new vehicle. Californians are hypocrites though, there are so many other ways to reduce your environmental impact. The amount of waste here is laughable on everything from paper (forestry is the other gorilla in the emissions room), plastic bottles, energy usage, etc...
