When you get in accident, the other party is not concerned for you, but them.
I do not care if you were the pope himself, I WILL be calling the police, period. I've seen too many "nice" people scammed by douchebags who will do anything to get out of whats coming.
If you don't get a police report, YOU will be the one suffering the consequences of their actions.
By the look of things, you did the right thing and protected your self (from a financial standpoint).
