That's a tough call...

21 Oceanfront is a bit more...exclusive as it is a smaller overall restaraunt than Las Brisas. But Las Brisas has better views over the cliffs of Laguna Beach - especially at sunset.

I'd probably go with Las Brisas and request window seating.

Orange Hills is another very good restaraunt with excellent views of North Orange County - and if you finish your meal at the right time (930...or is it 945 pm), you get a great show from the Disney fireworks.

Same thing for the Orange County Mining Company.

eh I really don't like that place. Wasn't all that great. Again I am big in seafood so that could be the reason

Here is my suggestion though

Chart House Restaurant in Malibu. It sits over the beach.
(310) 822-4144

or

Michogan in Lincoln Heights jk don't go here for a romantic evening

the fire works sounds like a awesome plus... im big in seafood as well but she dont care much... i think that the firework show might be a nice additive. i checked the menu prices as well, beyond reasonable
