removal of fed smog devices carries a 5 or 10k fine and the shop gets it to IF the inspector catches them, but its few and none on this happening. there are some shops that go by the book and check everything out though

There is no specific fine for having test pipes that I know of. The only way they can tell is if they know what they're looking for, and most people don't. Also, they don't check underneath the car anyway, so it's not like they'll ever find out. Even when you do your yearly state inspection, as long as you're not throwing any SES light, you'll pass the test. The shops that do the state inspection don't even know/care if you don't have cats. As long as you pass on the machine, you're good to go. I have test pipes on my Z.
Do you throw a cel light with the test pipes installed? How did you get rid of the cel light?
