Default Removing Steering wheel/Airbag

Is it illegal in texas to remove the oem steering wheel and airbag and replace it with an aftermarket steering wheel. Some say it's illegal and the car will not pass inspection other says is legal, can some one please elaborate on this.

Yes just like yours, one more question I have both a NGR short hub, NGR quick release and Im just waiting for my steering wheel and im wondering if theres other parts that I need to do the install.
