Default Old wheelweight residue...

Anyone have any ideas on how to get this gunky/papery looking crap off my wheels. They mounted the new weights right next to the old ones and managed to leave the residue from the old ones behind and give me nice scratch on the inside of my wheel when removing it..

I swear some people are just so friggin lazy... I took it to "one of the best" shops here in atlanta. Butler Tire in Buckhead.

Thanks for the help.
