edogg has a us-spec base model (in his signature) that has neither TCS or VDC (that model was not available in canada)
i would agree with edogg that tcs/vdc aren't neccessarily needed, but having TCS present and malfunctioning makes driving unpredictable as it will brake and modulate throttle on you. unpredictability in behavior in snow = bad.
note: ABS is another system that depends on wheel speed, although may be more absolute than TCS like looking for locked wheels, so i don't know if this will be affected as well.

if you are comfortable, then turn your TCS off
i think most of us have driven cars without electronic stability controll of some form or another
however, the unpredictability of having it on and modulating things on you when it's not supposed to may throw you off, as the vehicle may do unpredictable things
or better yet, get the people who sold you the wrong tires to correct the situation
