First question is which wheel cleaner did you use?
Was teh wheel cool when you sprayed it with cleaner?
If you used All Wheel and Tire cleaner (which is recommended) and the wheel was cool (see AWT cleaner below) then here are some things to do...

If your wheels have a polished lip you have taken off the polish and left the lip dull. Use metal polish like this....

and that will bring the polish back into your wheel. The wheel cleaner you used stripped what polish was left... so you'll repeat this process each time you clean your wheels with that cleaner
If you wheel lip was clearcoat or chrome then use some wadding polish instead of rouge polish to clean the wheel....like

The wadding polish is a solvent based polish rather than a rouge or wax polish... it should clean the dull area and get you back to a shine...
hope this helps....

My car was completely cold from the time that I'm pull her out of my garage, I used the Eagle One All wheel & tire cleaner, I used the same one from the first picture that you list, the instruction said use on the dry and cool tire, so I leave my car completely dry, spray them only on the tire, I don't know how they felt or drop that cleaner white bubble on the lip, I tried to get them by raise them with very hard water, but that **** stick on like super glue.

so what you are saying is that the part of the lip that had the spotting is now "SUPER shiney" and the rest is just "Normal shine"...
if so... get to work and polish the rest of that lip out...
The NANO polish is clearcoat safe and isn't abrasive enough to tear away at the layer of clear coat... hope this helps

By lookin at the super shiny spot, every body can tell that super shiny spot is a damage spot, and by touching them, it feel rough, like crack or missing something, is anyway bring them back to normal, sand them down smooth maybe!!!!!!!
DO NOT WET SAND YOUR WHEELS!!!!!!
Wet sanding is using a silicon carbide paper rather than the traditional Aluminum oxide paper (what you would use on wood) and wetting the surface and soaking the paper to reduce clogging and extend abrasive life while sanding the surface smooth rather than scratching into it.
Wet sanding is a last resort... and there are better alternatives to taking clear coat off wheels...
Please take some pics of the wheel so we can see what you're dealing with...
How old are the wheels?
What cleaners haev you used on them?
How often have you cleaned them?
Do you use the wheels year round?in winter weather?
