What does the dealer have to do if i get new TPS off from another Z? And how much does it cost?

The price varies. Some dealers do it for free, some charge $50 to $100.

dealer told me $45 bucks and they need the car for a half hour

That's about the right amount. Anything more, and they're probably trying to rip you off or don't know what they're doing.
