4.5 inches sounds great, i had a set of axis decade rims on my old civic an it had like a
3 1/4" rear lip an i thought i was pimp daddy ha
alot of people cut the stock springs? it used to be kind of tabbo back in the day
an what brand/style are some of the rims i can get with that lip?

FYI - David is messing with you...for the most part.
4.5 inches is about the largest lip you can do with a stock body (depending on wheel design, some companies put goofy spoke designs that cave way inward to make it look like a giant lip). Even this will require cutting or rolling your fenders depending the offset and diameter of the wheel.
Eibach Sportlines supposedly give a nice drop from what I have read, though you'll probably also want to look into new shocks/struts as well to compensate for the shorter shock stroke.

eibach sportline springs/tanabe lowers you a good inch but maybe settles to 1 1/2,depending how wide, camber and offset you big you can go...or you can buy my rims =)and call it a day.
PIAA super rozza has around 4.5" rear lip (19x10 +25 size) and no modification required. I know because I had a set. with 275/35/19 tires you could probably put a 5mm or maybe even 7mm spacer on the rears without having to roll fenders. Obviously depends where the camber is set too.
