Default 2007 Touring Stock Wheels - help

Are these rims painted? I got some serious curb rash on one after dodging a old man in a caddy last summer. It's pretty deep. It almost looks like there is a good few layers of paint on these, as I definitely went through a few layers down to the "base layer." I'm trying to decide if I can fix them with the putty and paint DIY I found in the wheels section. I'm confused though on how to figure on this one

Yes they are painted. Claercoat added. Are you considering a metal filler and painting? Believe that the final result may be acceptable is the repair area is small.

Yes, I'm going to have to fill it with something - a few spots are quite deep. I was originally going to just do this one, but the scratches on mine are way too deep I believe...

I found this though, and it looks a bit more like what I'll need to do (without the whole dead bird thing). Any advice before I try my hand at this?
