19" rims??
Just put on a GT-R front bumper last week on my Z. Bumper is very low to the ground and where i live is a little hilly. Now i was thinking about buying 19's with a little bigger tire so the overall diameter is bigger then stock. This way it gives me a little lift and if there is too big of a gap i could still lower it. Need some suggestions here. What is the best size tire for a 19in rim? I'am getting TenzoR GF7 19x8 and 19x10...

I know what you mean about Pittsburgh being hilly...a good friend lives there and every time we go out to visit, I'm thankful we didn't take the Z.
I personally wouldn't stray too far from OEM-spec tire OD's, to maintain proper speedomoeter / odometer readings as well as the dynamics of the vehicle.
My gut feeling is that any aesthetic gain you are trying to achieve with the new front bumper will be cancelled out by the overall lift in ride height resulting from a tire that is tall enough to really achieve what you're trying to do, i.e. lift the front bumper enough to get you out of trouble. While the clearance between the front bumper and the road would appear normal, I think the sides and rear would appear to be too far off the ground.
I know your frustration...I want to lower my car more and keep my front lip on, but my steep driveway prevents me from doing it. It's unfortunate but true that my driving environment limits the possibilities of modifying my car.

In Japan they would probably go with shorter tires on the car front and rear. The would also run run wider wheels up front and would never run some crappy Tenzo wheels. Things you got to remember when you JDM Fo life YO
